With reference to my letter 181618/10F/17 of
7%ctober 22nd, I am directed by Mr.Secretary Balfour to
enclose, herewith, copies of the instructions which,
subject to the concurrence of the Secretary of State for
the Colonies and of the President of the Board of Trade,
he proposes to send to His Majesty's Representative at Peking in regard to the Hoong On case and Messrs.J.A.
Wattie and Company.
The proposed amendments to the China (Companies)
Order in Council which have been suggested by these
two cases were discussed at a meeting of the special
Committee reconvoked for this purpose on October 5th and provisionally agreed to in the terms which have been
embodied in the instructions to Sir John Jordan+
Mr.Balfour will be glad to be informed whether the
Secretary of State for the Colonies concurs with the
terms
